En una sorprendente revelación, el gobierno de India , ha encontrado que sólo cuatro instituciones en el país están tratando a pacientes pobres de forma gratuita.
Más de 350 hospitales se han beneficiado de la exención de derechos de aduana, al importar equipos médicos, con la condición de que iban a tratar a los pacientes pobres en forma gratuita, pero hicieron poco en esa dirección.
Perjudicado por los resultados, el Ministerio de Salud, ha solicitado a la Secretaría de Hacienda recuperar el dinero con los intereses, de los hospitales que trataban de aprovecharse del gobierno, como también de los pobres.
De acuerdo con el Director General de Servicios de Salud (DGHS), las cuatro instituciones, Shri Sathya Sai Trust en Puttaparthi, Shankar Netralaya en Chennai, Maharaj Sawan Singh en un hospital de Dera Barsi, y RK Misión hospital, Itanagar, se han adherido a las normas y el tratamiento de pacientes pobres de forma gratuita.
Los DGHS había emitido certificados de exención (CDEC) a unos 396 hospitales con la condición que ofrecerían servicio gratuito de salud a por lo menos 40 por ciento de sus pacientes ambulantes y el tratamiento gratuito a todos los pacientes internados, pertenecientes a familias con un ingreso de menos de 500 rupias por mes. Ellos estaban obligados a reservar al menos el 10 por ciento de las camas del hospital para estos pacientes.
"Se ha encontrado que un número de hospitales que tomaron la exención de derechos de aduana no están dando el beneficio a los pobres, como fue prometido", dijo el Dr. Jagdish Prasad, DGHS.
Dijo:"Hemos pedido a la Secretaría de Hacienda, que recupere el dinero con intereses ( subsidios) entregado a estos hospitales".

In a startling revelation, the government has found that only four institutions in the country are treating poor patients free of cost.
Over 350 hospitals had availed exemption in customs duty while importing medical equipment, on the condition that they would treat poor patients free of cost, but did little in that direction.
Aggrieved by the findings, the health ministry has asked the finance ministry to recover the money with interest from the hospitals that sought to take the government, as also the poor, for a ride.
According to the Director General Health Services (DGHS), the four institutions — Shri Satya Sai Trust at Puttaparthy, Shankar Netralaya in Chennai, Maharaj Sawan Singh hospital in Dera Barsi, Beas, Amritsar, and RK Mission hospital, Itanagar, have been adhering to norms and treating poor patients free of cost.
The DGHS had issued Custom Duty Exemption Certificates (CDEC) to about 396 hospitals on conditions that they would, on an average, provide free health care service to at least 40 per cent of their outdoor patients and free treatment to all indoor patients belonging to families with an income of less than Rs 500 per month. They were required to reserve at least 10 per cent of the hospital beds for such patients.
“It is found that a number of hospitals that hsave availed the customs duty exemption are not giving the benefit to the poor people as was promised," said Dr Jagdish Prasad, DGHS.
“We have asked the finance ministry to recover the money with interest from these hospitals," he said.
